St. Charles County floodplain permits can apply without a building permit

St. Charles County says floodplain development permits can be required even when an ordinary building permit is not.

Floodplain work in St. Charles County can trigger a permit even when a standard building permit would not. The county’s permit page says floodplain development permits are required for practically all construction, improvements, demolition, or earthmoving within areas mapped as floodway fringe, density floodway, or floodway on the 2016 Flood Insurance Rate Maps and Studies.

That matters because the county sits along major river and creek corridors. A small earthmoving project, demolition, or improvement can still be a floodplain question if the parcel is in the mapped area.

Before starting work, check the FEMA map and the county permit page. If the parcel is inside a municipality, confirm whether the city or county is the floodplain office for that address.
