County permits in unincorporated St. Charles County run through Citizenserve

St. Charles County Community Development uses Citizenserve for permits, contractor licenses, plan submittals, and code complaints.

For unincorporated St. Charles County property, Community Development is the permit doorway. The county says its Citizenserve portal is used to apply for permits and contractor licenses, submit plans, and file property maintenance or code-enforcement complaints. Its permit list includes residential building, commercial building, land disturbance, floodplain development, occupancy, signs, septic systems, and other permit types.

The key is not to assume “St. Charles County” means every address uses the same counter. If the property is inside a city, the city may handle the permit or code question. If it is unincorporated, start with county Community Development and the specific Citizenserve permit category. For a parcel near a creek, subdivision entrance, or changing land use, ask about zoning and floodplain pieces early.
