Assessor and Collector are countywide, even though cities aren't
Despite the patchwork of municipalities, property assessment and tax collection are handled at the County level, so the tax path is countywide while levies vary by district.
Even in a county full of separate municipalities, real and personal property assessment is done by the St. Louis County Assessor and tax collection by the County Collector of Revenue. What changes from place to place is the levy: the combined rate reflects the school district, fire-protection district, the municipality, and other special districts that overlay a parcel. So the office you deal with is countywide, but two homes with the same market value can owe different totals because they sit in different districts. Start with the County Assessor and Collector, then read the parcel’s levy to understand the bill.
