Neosho's council mixes ward seats and at-large seats
Neosho's official council page lists Ward 1 through Ward 4 seats alongside at-large council seats, giving the county seat its own city representation layer.
A Neosho address can sit under two public maps at once. There is Newton County business, such as deeds, tax receipts, and county offices. Then there is Neosho city business, where the council is built from Ward 1, Ward 2, Ward 3, Ward 4, and at-large seats.
The ward seats give parts of town a named council place. The at-large seats sit on the citywide side of the same table. That mix is useful when a question starts on a street corner but turns into a meeting, permit, park, or zoning issue inside Neosho.
County and city desks do different jobs. A deed or tax receipt still points back to Newton County. A Neosho street or council question belongs on the city layer first. Sorting that out early can save a courthouse errand from being sent to the wrong counter.
