A building-permit question in Clay County starts with city limits. County Planning and Zoning covers unincorporated land, which means property outside incorporated cities. If the parcel is inside a city, that city controls planning and zoning inside its boundary.
That prevents a common Northland mistake. A Liberty, Gladstone, North Kansas City, Kansas City, or Smithville mailing address may still have Clay County taxes and county land records, but city planning rules if the parcel sits inside city limits.
For land outside those city boundaries, Clay County’s Building Division and Planning and Zoning office are the local permit path. Before pricing a deck, accessory building, home business, or new construction, confirm the parcel’s city-limit status and then use the permit office that actually has jurisdiction.
