Columbia has no earnings tax and no emissions testing
Boone County sits outside both the earnings-tax cities and the St. Louis-area emissions zone, simplifying two things people moving from the metros expect.
Two paperwork differences can surprise people moving to Columbia from Missouri’s larger metro areas. Columbia does not have a local earnings tax, and Boone County vehicles are outside the St. Louis-area emissions program.
That does not make taxes or vehicle paperwork disappear. Local revenue still leans on property, sales, and other taxes, and Missouri safety-inspection rules can still apply depending on the vehicle and renewal situation. It just means two familiar metro steps may not be part of the Boone County checklist.
Use Missouri DOR for current inspection and renewal rules. For local tax questions, separate Columbia city taxes from Boone County property-tax and personal-property-tax paperwork before budgeting a move.
