Boone County zoning questions change at city limits

Boone County Resource Management says county land-use and building jurisdiction does not extend inside incorporated cities and towns.

A parcel can have a Columbia address and still need a jurisdiction check before anyone talks zoning. Boone County Resource Management handles planning and development services for unincorporated areas, including zoning changes, conditional-use permits, subdivision plats, and variances. Inside an incorporated city or town, land-use and building questions move to that city.

That split is easy to miss around Columbia, Ashland, Centralia, Hallsville, and the smaller towns. A Boone County parcel record, school district, or mailing address does not answer the permit question by itself.

For land outside city limits, the county planning staff maintains the zoning map and works with the Planning and Zoning Commission, Zoning Board of Adjustment, and County Commission. For land inside city limits, the city desk is the one that can answer what may be built, split, rented, or used for a business.
